摘 要
农村基层管理对于农村发展影响深远，而农村基层会计工作的核算是农村基层管理的重中之重。最近几年随着农村经济及各项社会事务的进步与发展，我国对农村基层会计工作越来越重视，关于农村基层会计管理模式的方针政策也不断出台，受到各级政府及乡镇工作人员的重视。在我国农村实行“村账乡代管”会计制度，在这一制度下，规范了村级会计管理，加强了农村基层工作的规范化管理，在一定程度上缓解了“三农”存在的问题。同时如何建立有效的基层会计体制是农村各项事务发展的重中之重。
但由于农村基层工作的特点与其他工作不同，会计基础工作存在着诸多的问题，对“村账乡代管”制度进行改进和完善，使之迸发出新的活力和生命力是值得我们思考和研究的。本文通过对山东地区基层会计工作的实际调查，了解农村基层会计的实际工作状态及其问题存在的根源，在了解实际会计工作的基础上，真正发挥“村账乡代管”的优势，使惠民政策人人共享。
