现如今随着现代工业技术的不断发展，世界经济水平不断提高，中国乃至国内外经济发展迅猛，人民生活水平不断提高，人们对于幸福生活的要求越来越高，建筑涉及人们生活，因此在建筑方面的建设越来越变成一个重要的方面。建筑方面的发展经历了从计划经济到市场经济的转变，由原来的重重限制转变为自由发展的市场竞争经济，在招投标方面的发展亦是如此，随着我国经济的发展，招投标逐渐转变为公平公正的市场交易[]。
