ABSTRACT
In recent years, the economic of Shandong Province has been development quickly, especially those small and medium-sized foreign trade companies, their demand for funds will very strong, because when they have a foreign order, then they need to use fund to produce stocking, to fulfill the contract. But the financing problem has been hindering the development of small and medium-sized foreign trade enterprises. Therefore, the problem of financing small and medium-sized foreign trade enterprises is a key issue.This article is aimed at the financing problems of small and medium-sized foreign trade enterprises, first explore financing methods of those companies in Shandong Province, then study the specific problems, and find the reasons of this problem. And then compere the management mode of small and medium-sized foreign trade with other provinces, and last summarize the management methods which are in line with the status quo of small and medium-sized foreign trade enterprises in Shandong Province .

一、前言
（一）研究背景及意义
1. 研究背景
山东省是一个有着巨大人口资源的沿海省份，这能大大促使对外贸易的进程。并且近些年来，对外贸易的发展状况在拉动全省生产总值中所发挥的作用也越来越明显。与此同时，中小型外贸企业的比重有所提升，而国有大中型企业的比重则有所下降。但针对我省的中小外贸企业来说，他们在开展国际贸易的过程中显现出了很多问题，比如经营管理模式不规范、筹集资金难度大、企业生存的周期短等，这些问题的存在都将会是中小外贸企业发展的一大障碍，所以针对这些现实存在的问题，我们需要去深入研究调查以归纳总结制定出相关的措施，从而促进这些企业能够更好的发展。
2. 研究意义
本篇文章首先写了山东省中小外贸企业在进行贸易时融资的状况及问题，最后总结出几条适合我省市这些企业进行融资的合理化建议。本文研究的意义在于以山东省为例，不仅提出解决山东省的外贸企业融资问题，以小见大，也能为其他省份中小外贸企业的发展做出合理化的建议。

1. 国外研究综述
研究中小外贸企业针对国际贸易融资问题的国外理论主要包括以下几个方面：X Shuai（2016）在《中小型私营企业融资租赁困境与对策》中指出融资租赁是一种资产融资，这就为众多中小行业的融资另提供了方向。因此，为了改善中小企业融资的发展，应从企业、行业和国家宏观环境出发，采取相应的对策，从而激发其活力。S Daniel,M Boscoianu,G Prelipean,E Calefariu,M Lupa.(2015)《罗马尼亚中小企业融资的创新工具——一个对市场和机构有着有趣影响的新建议》在文中，他们提出了一个新工具即基于私人管理和政府支持的一种新型金融公共私人的创新组合合作伙伴关系（PPP），这是一种为市场提供强有力支持并改变公众对投资的看法的方式。R Rupeika-Apoga（2014）在《中小企业融资：波罗的海国家案例》中指出中小外贸企业目前面对的最大挑
