ABSTRACT
With the continuous development of the economy, the improvement of peoples living standards and the introduction of many tourism policies, tourism becomes a fashion. Correspondingly, there are more and more researches about tourism. However, the existing datas show that the vast majority of domestic or foreign researches on tourism still stay in the macro level or the areas where the tourism industries have developed very well, so that they could not make a effective research on a certain area, especially the region in which the tourism resources are abundant.

As to the tourism research in ShanDong province ,this phenomenon is extremely obvious:it has focused on the macro level,and only studies on the developed areas where the tourism developes well such as the peninsula, Jinan and Qingdao.In the areas that have been ignored , Binzhou is one of them,and Binzhou has a lot of tourism resources and also developes rapidly.However its  development advantages and disadvantages in tourism have not been analysized effectively,and in the process of development, the developmental problems have not been emphasized  correspondingly.
This paper will use the SWOT analysis method to analyze theadvantages, weaknesses, opportunities and threats in the development of tourism in Binzhou step by step, and then make areasonable conclusion in order to put forward effective advices on the next development of  tourism in Binzhou.

 一、前言
研究背景
山东省滨州市是山东的北方大门，位于黄河三角洲，正处在山东半岛城市群与环渤海经济区的结合部位且连接着中国的中原和东北两大经济区，区位优势非常明显【9】。滨州市的气候属于温带季风气候，四季分明，气候宜人，非常适合旅游业的发展。新世纪以来，滨州市各县区在省市政府的支持下，依托独特的地理历史条件，先后大力发掘旅游业资源，进行旅游行政方面的改革，滨州市的旅游业从此进入了急速发展阶段，先后开设了“中国孙子兵法成”、鹤伴山国家森林公园、魏集古村落等诸多形式不一的旅游项目。此外，还逐渐建立起一系列与之配套的管理体制和旅游设施。根据滨州统计信息网发布的数据，在2001年到2015年之间，滨州市旅行社总数由21个增加到了56个，增长了166.7%。旅游人数有96.75万人增加到了1389.5万人，增长了1336.2%。旅游收入由4.16亿元增加到了116.2亿元，增长了2693.3%。滨州市旅游业发展速度之快由此可以清晰看出。
经济的快速发展发展、人们生活水平的提高导致了人们生活消费观念以及方式的转变，外出旅游越来越受到人们的青睐，因此旅游业正逐渐成为一个促进城市经济增长的主要产业【10】。同时，战略层面上国家越来越重视黄河三角洲与环渤海地区的经济发展，滨州市作为本地区的主要城市，顺应时代的发展，抓住历史的机遇，大力发展旅游业，使其在滨州市国民经济中扮演者越来越重要的角色。旅游业的发展不仅提高了国民经济指数，优化了产业结构，提升了人们的生活水平，而且也为其他的第三产业提供了发展的源泉。虽然滨州市旅游业的发展事极其迅速的，但是，滨州市旅游也只是初具规模，还并未形成完整的产业链，相关基础设施相对滞后，旅游产品开发较为缓慢以及其他的诸多问题。总而言之，滨州市在发展旅游业上虽然有着一定的优势，但也存在着诸多弱势，国际以及国内的竞争力较差，更无法成为滨州市的支柱产业。
研究现状
针对滨州市旅游业发在展过程中出现的问题，已经有许多前人进行了相关的研究，做出了相应的论述，提出了诸多具有参考价值的观点。在《供给侧结构性改革视角下的滨州市现代旅游业创新发展》（杨占栋，2016）一文中，作者在供给侧结构性改革这一大环境下分析了滨州市旅游业发展的有利条件及瓶颈，又提出了创新发展的建议。《滨州孙子兵学文化旅游的发展思路》（孙兵，2015）一文则在兵学文化这一具体层面提出了推动旅游业发展的思路。在《SWOT理论视域中的滨州市高效生态经济区建设研究》中，作者李璇既总结滨州旅游资源丰富，区位优势明显等优势，但也指出了人才匮乏，交通不便的劣势;在在其他地区的旅游研究文献中，《黄岛工业旅游的发展现状及对策研究》（刘在森，姜春燕，2010）一文中提出了各区域间经济发展水平差异大对旅游业的影响；《张家口旅游业发展的SWOT分析》（张锦，2011）更是一针见血的指出了旅游影区效应对旅游业发展的威胁。在国外，旅游业的
